Per cell cut-off voltages may need to be adjusted based on amp draw, cell type, and application type. With lower amp draw applications you will generally want to set a higher cutoff like 3.4v-3.7v per cell because there will not be any voltage recovery from big spikes hitting the cutoff. When it is a gradual depletion of voltage from the battery you are more likely to over discharge a cell and that is why you need a higher cutoff. With higher discharge applications you could potentially run a lower cutoff like 3.2v per cell with a risk of the life cycles being lower on your battery.
